Compiled August 2026 from each jurisdiction's published websites, policy PDFs, permit packets, ordinances, and code amendments (9 parallel research agents, primary documents fetched and read; every claim below carries its source). Verification labels: VERIFIED = fetched page/PDF (some via reader-proxy or web.archive.org captures of the official URL where sites block automated fetches; noted in dossiers); SNIPPET = search result not fetched; INFERRED = from statewide code, not a local document.
Scope: 44 building-code authorities across DC, Northern Virginia + northern Shenandoah Valley, suburban/Southern/Western Maryland, and the WV eastern panhandle: 19 Virginia · 18 Maryland · the District · 6 West Virginia. That is the count used everywhere on this page. Rows below are fewer than 44 because co-administered localities share a row (Fauquier + Warrenton, Berkeley + Martinsburg, Jefferson + its three municipal offices); tier headings carry the jurisdiction count, not the row count.
Territory note (settled 2026-08-11): Spotsylvania, Stafford and Culpeper County are Richmond-branch territory (config.py JURISDICTION_BRANCH_MAP; Culpeper County reaches Manassas today only through the Virginia state fallback, which is a mapping gap, not a territory claim). All three are researched in full in the Richmond matrix. Spotsylvania and Stafford both run mature approved-roster programs, and Spotsylvania's "deep foundations supporting existing structures" category is the most UP-shaped published rule in either branch. Legacy Manassas-account jobs in those three are correct history and stay on the account; they are not on this page.
August 2026 additions: twelve jurisdictions that previously carried no research (Rockville, Gaithersburg, City of Frederick, Frederick County MD, Queen Anne's, Carroll, Leonardtown, La Plata, Indian Head, Cumberland, Frostburg, and Manassas Park) were researched to the same depth and merged into the tiers below. The legal frames (four regimes, verify per jurisdiction)
Virginia (19 jurisdictions + towns)
- VUSBC §113.7 / 113.7.1 (13VAC5-63-130), already VERIFIED in the VB file: the building official may accept third-party inspection reports, and every building official MUST maintain a written policy (minimum qualifications, report format/timeframe, pre-qualification). Where nothing is published online, the policy exists on paper; request it.
- VCC Ch 17 special inspections (1704/1705): R-3/R-5 residential exempt from mandatory SI unless the BO invokes it. Unlike Hampton Roads, NoVA has no single regional SI template: the big counties each run their own mature program (Fairfax SIP since 1973, Arlington ISD manual Feb 2024, PWC SIM, Fauquier 2019 guidelines adapted from the HR template; its boilerplate still contains a stray "Hampton Roads Community" phrase, VERIFIED).
- Three of UP's existing cert-pipeline forms belong to these programs (all re-verified this session): Fairfax County's six-form third-party residential report set was replaced April 9, 2025 (forms carry no printed rev dates; diff ours against the current set); Arlington's SSI form = Appendix A of the Feb-2024 SI & Pre-Construction Manual; Prince William's "Building Inspection Certification" form is now Version 2025-05-01 under a policy revised May 1, 2025. If our stored copies predate these, swap them.
District of Columbia
- DOB Third-Party Program (D.C. Code §6-1405.03; 12-A DCMR §109.4); VERIFIED, full 67-pp Procedural Manual read (eff. 11/6/2017, rev. 5/15/2023): owner may elect a DOB-certified Third-Party Agency for inspections in lieu of DOB, including an explicit Residential-only track (ICC R5 inspectors) for IRC one/two-family work. Agency certification: applications accepted only Jan 1-Mar 1 each year; DC-licensed PE/RA Professional-in-Charge + ICC certs + E&O insurance + DC business license; biennial recert; all work through the mandatory Tertius platform; reports in 3 business days (SI reports 7).
- Special Inspection Policy Manual (eff. 10/1/2022, rev. 5/15/2023), VERIFIED: IBC Ch 17 categories incl. driven/CIP deep foundations and helical piles (1705.9); DC-specific: underpinning of party walls shared with attached/semi-detached one- and two-family dwellings requires special inspection (per AB CC2015-01); the residential exemption does NOT shelter rowhouse underpinning. AB 2025-02 (Feb 2025) adds TPSIA sequence-monitoring duties "including but not limited to underpinning."
- Practical blocker: UP has no DC-licensed PE/RA (Valerio = MD/VA/CT; Diehl = MD architect). DC licensure + DOB agency certification (Jan-Mar window) come before any of this is usable.
Maryland (9 counties + 9 municipal building offices)
- MBPS (COMAR 09.12.51) adopts IBC/IRC statewide but every county amends and enforces locally. Confirmed: the nine counties run nine genuinely different regimes, from Montgomery's formal engineer-in-lieu program (since 1983) and Rockville's full IBC Ch 17 special-inspection program to Allegany's "all inspections are private third-party" model to Calvert's and Carroll's all-in-house posture.
- Nine Maryland municipalities in this branch run their own building offices, separate from their county (all VERIFIED against the Maryland Department of Labor Building Codes Administration municipal contact roster,
labor.maryland.gov/labor/build/buildmuni.shtml, plus each town's own pages): Rockville, Gaithersburg, City of Frederick, Laurel, Leonardtown, La Plata, Indian Head, Cumberland, Frostburg. The county has no jurisdiction inside those limits, so a Montgomery or Charles or Frederick County answer is the wrong answer at those addresses. - The Maryland pattern that matters most here is delegation. Five of these authorities do not employ their own building inspectors at all; they buy the whole inspection function from a private agency: Queen Anne's County → MDIA (Middle Department Inspection Agency, Easton, 410-822-8300, VERIFIED in the county's own residential bulletin), Charles County + La Plata + Indian Head → Planchek, Inc. (Waldorf, under county contract since 1997, VERIFIED), Frostburg → MEGCO Inspections LLC (plan review and all inspections, VERIFIED), Leonardtown → "an independent inspecting agency" under contract to the town (SNIPPET, town code Ch. 48). Allegany County and the City of Cumberland go one step further and let the applicant pick the agency. Delegation is not the same thing as a published third-party pathway, and in four of those five we cannot elect to be the inspector by right, but it is the shortest argument in the branch: the AHJ already accepts a private firm's sealed inspection; the only question is which firm.
- City of Laurel runs its own building office separate from PG DPIE (VERIFIED both sides): own IBC/IRC 2021 adoption, own inspections, no published third-party pathway.
West Virginia panhandle (2 counties + municipalities)
- 87 CSR 4 is local-option: Berkeley, Jefferson, Martinsburg, Charles Town, Ranson all enforce the state's 2018 I-code/2020 NEC package; Shepherdstown turned out to have no documented building-code regime at all (8/2026 full-ordinance read: zoning/historic permits only, no SBC adoption on the books; see the WV dossier). Third-party inspection is an electrical institution here (Fire-Marshal-approved private electrical inspectors everywhere); nothing published for structural. UP has no WV-licensed PE, the same gating issue as DC.

The intake split was a phantom: MD Labor's "Town Manager" listing is the statutory designating authority, not the operational one.
- The check-sheet question is also resolved: Planchek's published engineering-certificate requirements apply to Indian Head (VERIFIED, planchekinc.com/engineering-certificate-requirements): PE certification accepted for footing, wall, backfill, slab; notify Planchek when scheduling; deliver engineering documents before vertical framing; cert must carry date, permit number, address, scope, MD engineer's seal, with the exact required attestation language published verbatim. This is squarely UP's product.
- Remaining gaps: codified 2018 base vs Planchek's "2021 cycle since 6/28/2024" adopted-codes page (currency gap, one question); whether the primary Building Permit files at Town Hall or Planchek directly (town's Planchek page lists trade forms only). Town of La Plata MD (added August 2026)

Code administration is contracted to Planchek, Inc., 6C Industrial Park Dr, Waldorf, 301-645-3302 (the town's own page gives 301-870-8710 for Planchek), M-F 7:30-4:30; electrical and mechanical applications go straight to Planchek.

- Gaps/fails: Chapter 75 (Building Construction) of the town code could not be retrieved: Municode returns 403 to automated clients and the elaws mirror timed out, so whether the ordinance says anything about accepting outside inspections is unknown; the town inspector is not named; and it is unclear whether Planchek runs the same engineer-certification check-sheet practice inside town that it runs for Charles County. Town of Leonardtown MD (added August 2026)

- This is its own AHJ, not St. Mary's County. Town code Ch. 48 designates a Building Code Official within the Office of Planning and Zoning and provides that inspections "shall, in the first instance, be arranged through the Leonardtown Office of Planning and Zoning by contract with an independent inspecting agency. Such inspections may also be conducted by various personnel employed by or assigned to the Office of Planning and Zoning" (VERIFIED 2026-08-11, live Ch. 48 text read via headless Chromium: https://ecode360.com/9914333).
